El Shorouk ("the Sunrise") is a planned satellite city in the Eastern Area of Greater Cairo, established by presidential decree in 1995 as part of Egypt's third-generation new-cities program administered by the New Urban Communities Authority. It was created to relieve population pressure on Greater Cairo and redistribute growth eastward, with residential, industrial, and job-creation goals. It functions as a residential suburb rather than a visitor destination.
