Cəlilabad Rayon is a district in southern Azerbaijan, situated on the transition zone between the Kura-Araz lowland and the foothills of the Talysh Mountains. This geographic position gives the district a more varied landscape than its flatland neighbours — rolling hills, forested valleys, and agricultural plains coexist within a short distance. The district capital, Cəlilabad, is a regional centre with a pleasant climate and a growing reputation as a gateway to the Talysh highlands.
The district's economy is based on agriculture (citrus, tea, tobacco, livestock) and light industry. The foothill areas have a subtropical micro-climate that supports crops unusual for Azerbaijan, including tea and citrus fruits. The Talysh cultural influence is strong in the southern part of the district, with distinct food, music, and architectural traditions.
Climate varies with elevation: the lowlands are hot and dry in summer (30–36 °C), while the foothills are cooler and more humid (25–30 °C). Winters are mild in the lowlands (2–8 °C) and cooler in the hills. Rainfall is higher than in central Azerbaijan, particularly in the foothill zone.
When is the best time to visit?
April through June and September through November are ideal, with comfortable temperatures and green landscapes. The foothill areas are pleasant year-round due to their elevation. Summer (July–August) is hot in the lowlands but manageable in the hills. Winter is mild but can be rainy. The tea and citrus harvest seasons (October–December) are interesting for agricultural tourism.

Cəlilabad town is on the M3 highway, 210 km south-west of Baku (3 hours by car). Regular buses and marshrutkas run to Baku, Lənkəran, and other southern centres. Within the rayon, local minibuses connect the town to villages. Taxis are affordable — 5–10 AZN for trips within the district. Roads are mostly paved, though some hill roads are narrow and winding. The Baku–Astara railway passes through the district.

Cəlilabad's cuisine reflects its subtropical foothill setting. Tea grown locally is served fresh and is a point of pride. Citrus fruits — oranges, lemons, mandarins — appear in desserts and as garnishes. Ləvəngi (walnut-stuffed chicken or fish) is a Talysh regional specialty found here. Plov, dolma, and grilled meats remain staples. Fresh herbs are abundant. The bazaar sells local honey, dried fruits, and tea. Meals in local restaurants cost 5–10 AZN.
