Pebane, seat of Pebane District, is a coastal town on the Indian Ocean at the mouth of the Rio Moniga, south of Quelimane. It had around 17,200 residents at the 2017 census, with roughly 186,000 in the wider district. The local economy rests on fishing (including deep-sea species such as marlin, tuna, and sailfish) and agriculture — cashews, maize, and coconuts — and the town has historically served as a small transshipment port for copra. In recent years the coastal dunes around Pebane have also drawn heavy mineral sands mining (ilmenite, zircon, rutile, monazite). Pebane's colonial-era buildings, including a lighthouse and old churches, reflect its history as a Portuguese-era port town.

Pebane is reached via secondary roads south of Quelimane. The road is unpaved in sections.
