Cəbrayıl Rayon is a district in south-western Azerbaijan, bordering Armenia and Iran. The district was occupied by Armenian forces during the Nagorno-Karabakh conflict (1993–2020) and was recovered by Azerbaijan in the 2020 war. The return of Cəbrayıl and its towns and villages was a defining moment of the conflict, and the district is now undergoing extensive reconstruction and resettlement.
The landscape is hilly and semi-arid, rising from the Araz River valley in the south to rugged uplands in the north. The pre-conflict economy was based on agriculture (livestock, grain, fruit orchards) and light industry. Much of the infrastructure was destroyed during the decades of occupation, and reconstruction is ongoing. The district capital, Jabrayil, is being rebuilt from near-total destruction.
Cəbrayıl's significance is primarily historical and emotional — it represents both the trauma of displacement and the hope of return. Visiting the district offers a unique perspective on post-conflict reconstruction in the South Caucasus.
When is the best time to visit?
Spring (April–May) is the best season, with mild temperatures (15–25 °C) and green landscapes. Autumn (September–October) is also comfortable. Summer is hot (30–38 °C), and winter can be cold at higher elevations. Access may be restricted in some areas due to ongoing reconstruction and demining operations; check current conditions before visiting.

Cəbrayıl is connected to other parts of Azerbaijan by road, though infrastructure is being rebuilt. The main approach is from Füzuli to the north (30 km, 30 minutes) via the reconstructed highway. From Füzuli, the road continues south to the Iranian border at the Araz valley. Local transport within the district is limited; a private car or taxi is essential. Roads are being rebuilt and conditions vary. The nearest railway is under reconstruction as part of the Horadiz–Zəngilan line.

Cəbrayıl's food culture is in the early stages of revival as residents return. Traditional southern Azerbaijani dishes — plov, dolma, kebabs — are the foundation. The Araz valley produces melons, watermelons, and herbs. Fresh bread from village tandir ovens is a staple. Dining options are extremely limited in the district; visitors should bring food or eat in Füzuli or Horadiz, where restaurants serve basic Azerbaijani fare (5–10 AZN per meal).
What is the culture like?
Cəbrayıl's cultural life is being rebuilt along with its physical infrastructure. Novruz and Victory Day (8 November, marking the end of the 2020 war) are the most significant dates. Memorial events honour the displaced population and those who fought to liberate the district. Traditional music, dance, and craft traditions are being revived as communities re-establish themselves.
