Hồng Dân is a rural district in the northern part of Bạc Liêu Province, with its capital at Ngan Dừa township. The district covers an area of 424 km² and had a population of approximately 95,000 in 2003. The economy is predominantly agricultural — rice farming, pineapple cultivation, and sugarcane are the main crops, alongside significant aquaculture (shrimp and fish farming). Traditional handicrafts including knitting, textile making, lacework, and carpentry employ over 10,000 people in the district. Hồng Dân also has substantial coconut orchards (around 1,500 ha). The district has a notable Khmer Krom minority population, adding a distinct cultural layer to the local festivals and religious sites. The climate follows the Mekong Delta's tropical pattern.

There is no railway to Hồng Dân.

The district capital Ngan Dừa is on the Quản Lộ-Phụng Hiệp road, connecting to National Highway 1A. Buses from Bạc Liêu city (35 km, 45 min) and from Sóc Trăng (30 km, 40 min) serve the district.
