Santa Rosa del Mbutuy sits in the extreme northwest of Caaguazú department, roughly 190 km from Asunción, named for the Mbutuy stream that crosses it. Historical accounts diverge on the founding date — one tradition credits Eric Roy Murria of Nueva Londres with settling it in 1945, another traces the district itself to 1746 — but it was formally elevated to district status on December 8, 1976. It was known first as "Doctor Juan Ramón Chávez," then simply "Santa Rosa" for its patron saint Santa Rosa de Lima, before taking its current combined name from the stream. Its roughly 298 km² of plains support livestock raising and agriculture, mainly cotton, corn, and timber. The district's patron feast is celebrated on August 30.
