Herceg-Novi is a coastal municipality in southwestern Montenegro, stretching along the eastern shore of the Bay of Kotor (Boka Kotorska) at the foot of Mount Orjen. The municipality encompasses the town of Herceg-Novi and a string of coastal settlements including Igalo, Bijela, Zelenika, Kumbor, Baosici, and Meljine. Known for its subtropical microclimate, lush Mediterranean vegetation, and a dramatic setting where steep mountains meet the Adriatic, Herceg-Novi is one of Montenegro's most visited coastal destinations.
The town of Herceg-Novi itself is built on a steep hillside, with a maze of stepped streets, stone staircases, and hidden courtyards leading down to the waterfront. Its Old Town features a layered architectural heritage — Ottoman, Venetian, Austrian, and Yugoslav-era influences are all visible in the fortress walls, clock towers, and civic buildings. The promenade along the bay connects the town to its neighbouring settlements and forms the social heart of the municipality.
Herceg-Novi is often called the "City of Flowers" thanks to its mild winters and abundant greenery, including mimosa, bougainvillea, and citrus trees that bloom across the municipality. When to Visit
The best time to visit Herceg-Novi is from May through September, when temperatures are warm and the sea is suitable for swimming. June and September offer pleasant weather with fewer crowds than the peak summer months of July and August. The municipality's mild Mediterranean climate means winters are relatively gentle compared to inland Montenegro, though many coastal facilities and restaurants close or operate on reduced schedules from November to March.
The Mimosa Festival, held in late January or early February, is a distinctive winter celebration marking the first blooms of the season with parades, music, and street festivities. The Herceg-Novi Film Festival and various summer cultural events bring additional activity from June through August. Early spring (March–April) can be pleasant for walking and sightseeing, though sea temperatures are still cool.

Herceg-Novi is well connected within the municipality and to the wider Montenegrin coast. Local buses run regularly along the main coastal road connecting Herceg-Novi town to Igalo, Bijela, Zelenika, Kumbor, and other settlements. Fares are modest and services are frequent during the summer season.
Taxis are widely available in Herceg-Novi and Igalo, and are an affordable option for short hops between settlements. The municipality is compact enough that walking is practical within individual towns, though the steep terrain in Herceg-Novi's Old Town requires some effort. Water taxis operate in the bay during summer, connecting Herceg-Novi to Kotor and other bay towns. The nearest airport is Tivat, about 25 km away, reachable by road in 30–40 minutes.
