Why visit Kivioli?
Kiviõli is a small industrial town in Ida-Virumaa county, located about 25 km west of Jõhvi. With a population of roughly 5,000, it is one of the younger towns in Estonia, established in the 1920s as a settlement for workers in the oil shale industry. Its name derives from the Estonian words for "stone" (kivi) and "oil" (õli), reflecting its raison d'être.
Like much of Ida-Virumaa, Kiviõli grew rapidly during the Soviet period as oil shale mining and processing expanded. At its peak, the town's population exceeded 10,000. Since independence, the population has declined as mines closed and the economy restructured, but Kiviõli retains a distinct identity as an industrial frontier town.
For the visitor, Kiviõli's main draw is the Kiviõli Adventure Centre, which has repurposed a former ash mountain from the oil shale processing plant into an extreme sports and recreation facility. The surrounding countryside also offers quiet natural landscapes. The best time to visit is May–September.

By Plane
Tallinn Airport (TLL) is 140 km west. From the airport, take a bus to Tallinn bus station, then a Tallinn–Narva bus stopping at Kiviõli.
By Train
Kiviõli has a railway station on the Tallinn–Narva line. Trains from Tallinn take about 1.5 hours, from Narva about 1 hour. Several trains daily.
By Car / Road
Kiviõli is on Highway 1 (Tallinn–Narva). From Tallinn, it's 140 km (1.5 hours). From Jõhvi, it's 25 km (25 minutes). From Narva, it's 75 km (1 hour). Buses from Tallinn and Narva stop regularly.
Kiviõli is a compact town and easy to walk around. The Adventure Centre is about 2 km from the town centre, accessible on foot or by taxi.
What are the things to do?
Kiviõli Ash Mountain — The iconic artificial mountain formed by decades of oil shale processing waste. It rises dramatically above the surrounding flat landscape and has become an unintentional landmark. The summit offers panoramic views.
Kiviõli Church — A modern Lutheran church built in the 1990s, serving the local congregation.
Soviet-era architecture — The town centre preserves the functionalist Soviet style characteristic of Estonia's oil shale towns.
Kiviõli Adventure Centre (Tugamann) — The premier attraction, built on the ash mountain. Offers downhill mountain biking in summer, skiing and snowboarding in winter, a zip line, climbing wall, disc golf, and hiking trails. Equipment rental available.
Hiking — Trails around the ash mountain and through the reclaimed mining areas.
Cycling — Quiet roads suitable for cycling through the surrounding forest and countryside.
