The district was under Armenian control from the early 1990s until the Second Nagorno-Karabakh War in 2020, when it was recaptured by Azerbaijani forces.
The landscape ranges from forested mountain slopes in the north to river valleys in the south, with elevations varying from 400 to 1,500 meters. The climate is temperate with cool summers and cold winters with snowfall. Xocalı is accessible by road from Baku (approximately 350 km, 5–6 hours) via the M2 highway and the mountain road through Horadiz. The city is also connected to Shusha, Xankəndi, and Agdam by road.
