Qax Rayon is a mountainous district in north-western Azerbaijan, bordering Georgia in the Greater Caucasus highlands. The landscape is dramatic — forested valleys, rushing rivers, and rising mountain ridges create a landscape that rivals Qəbələ in beauty but sees far fewer tourists. The district offers authentic mountain culture, hiking, and a gateway to the remote highlands.
The district capital, Qax, is a small town in a valley with a central bazaar and surrounding orchards. The wider district includes the famous Ilisu village — a historic settlement with hot springs, waterfalls, and ancient bridges — and the remote mountain village of Saribash, one of the highest inhabited settlements in Azerbaijan.
Climate is mountain continental: warm summers (22–28 °C in the valleys) and cold winters (−8 to 0 °C) with heavy snow at altitude. Rainfall is moderate to high, supporting dense forests.
When is the best time to visit?
June through September is the best window for hiking and mountain activities. Spring (May–June) brings wildflowers. Autumn (September–October) offers foliage. Winter brings snow; some mountain roads close.

Qax is 270 km north-west of Baku (3.5 hours) via the M4 highway. Regular buses connect to Baku and Zaqatala. Within the rayon, local minibuses and taxis serve the villages. A private car is essential for reaching Ilisu and mountain areas — 5–10 AZN within the district. Mountain roads are paved but narrow.

Novruz is the main festival. The district has Albanian Christian heritage sites. Mountain culture traditions persist in the villages. Ashiq music and wedding celebrations are the primary cultural expressions. Ilisu's historical significance as a summer residence of Sheki khans adds cultural depth.
