Neftçala Rayon is a coastal district in southern Azerbaijan, on the shores of the Caspian Sea at the mouth of the Kura River. The district's name means "oil castle," reflecting its historical connection to the petroleum industry. The landscape is flat and low-lying — marshes, mudflats, sand spits, and shallow lagoons characterize the coastline, while the interior is agricultural land watered by the Kura.
The district capital, Neftçala, is a small town near the coast. The wider district includes the fishing town of Xilli, the industrial settlement of Banka, and the Qızıl Aghaj National Park — a protected area of coastal wetlands that is one of Azerbaijan's most important bird habitats.
Climate is semi-arid continental: hot summers (30–36 °C), mild winters (2–8 °C), and low rainfall. The Caspian coast provides some moderation, and the wetlands are at their most vibrant in spring.
When is the best time to visit?
March through May is the best season, when the wetlands are full, migratory birds are present, and temperatures are comfortable (15–25 °C). Autumn (September–October) is also pleasant. Summer is hot. Winter is cold and windy.

Neftçala is 180 km south of Baku (2.5 hours) on the M3 highway. Regular buses connect to Baku and Lənkəran. Within the rayon, local minibuses and taxis serve the towns and villages. Taxis within the district cost 3–8 AZN. The national park requires a vehicle to access.

Neftçala's cuisine features fresh fish from the Caspian and Kura River — grilled carp, kutum, and sturgeon are specialties. Plov, kebabs, and dolma are standard dishes. The district produces rice, melons, and herbs. Meals in local restaurants cost 4–8 AZN.
What is the culture like?
Novruz (around 21 March) is the main festival. The fishing heritage is central to local identity. The national park hosts occasional birdwatching events. Ashiq music and wedding traditions are the primary cultural expressions.
