Why visit?

Kəlbəcər Rayon is a mountainous district in western Azerbaijan, in the Lesser Caucasus highlands. The district was occupied by Armenian forces from 1993 until the 2020 war and was recovered by Azerbaijan in November 2020. Kəlbəcər is known for its dramatic mountain scenery, mineral hot springs, and alpine meadows — natural assets that give it significant tourism potential as reconstruction proceeds.

The landscape is spectacular: the district sits at elevations of 1,500–3,500 m, with deep valleys, forested slopes, and high plateaus. The Kəlbəcər hot springs (İstisu) are the most famous natural attraction, with mineral waters believed to have therapeutic properties. The district is also home to ancient Albanian Christian monuments, including churches and monasteries scattered through the mountains.

Climate is highland continental: cool summers (15–22 °C) and cold, snowy winters (−15 to −3 °C). Snow can persist at higher elevations until May. The best visiting months are June through September, though access may be restricted due to ongoing demining.

June through September is the best window, with warm days and accessible roads. The hot springs are pleasant year-round if accessible. Spring (May–June) brings wildflowers but snow may linger. Winter brings heavy snow and road closures. Access to some areas may be restricted due to demining operations; check current conditions before visiting.

How do you get around?

Kəlbəcər is connected to the rest of Azerbaijan via the Victory Road (Zəfər Yolu), built after the 2020 war, connecting to Gəncė and the lowlands. The road is being improved but conditions vary. A private vehicle is essential; there is no public transport within the district. The nearest major city is Gəncė (150 km east). Roads to the hot springs and highland areas may be unpaved.

What should you eat?

Dining options are extremely limited due to ongoing reconstruction. Traditional mountain cuisine includes piti (lamb stew), qovurma (preserved lamb), and fresh trout from mountain streams. Visitors should bring provisions or eat in Gəncė before traveling to the district. The hot springs area may have basic food facilities as reconstruction progresses.

What is the culture like?

Kəlbəcər's cultural heritage includes Albanian Christian monuments — churches and monasteries that predate Islam in the Caucasus. The hot springs have been a gathering place for centuries. The district's post-war cultural life is rebuilding, with Victory Day (8 November) and Novruz as significant dates. Traditional mountain music and crafts are being revived.
