Dibër (AL-09) is a mountainous county in northeastern Albania, hugging the border with North Macedonia along the valley of the Black Drin (Drin i Zi). Its capital, Peshkopi, sits at around 650 metres above sea level, ringed by some of the highest terrain in the country — including Mount Korab (2,764 m), Albania's tallest peak, which straddles the frontier. This is a county of steep ridgelines, glacial lakes, beech and pine forest, and a string of valley towns where agriculture and small-scale mining still define daily life.
For travellers, Dibër is one of Albania's least-touristed and most rewarding interiors. It draws hikers and nature-minded visitors rather than beach crowds: the Korab-Koritnik and Lura-Mali i Dejës protected areas anchor a landscape of alpine meadows, waterfalls, and the famous glacial lakes of Lura. Peshkopi itself is known nationally for its thermal springs, giving the county a long tradition of spa and wellness travel that predates Albania's modern tourism push.
Culturally, the Dibra region (which spans both sides of the modern border) has a strong, distinct identity — celebrated in folk music, hospitality, and a robust mountain cuisine. Expect a slower pace, limited English, and the kind of unscripted welcome that has largely vanished from the coast.
When to Visit
Late spring through early autumn (roughly May to October) is the practical window. June and July bring wildflowers to the high meadows and the safest conditions for ascending Korab; September and October deliver crisp air and dramatic autumn colour in the Lura forests.
Winters are genuinely cold and snowy at altitude — Peshkopi and the surrounding ridges see heavy snow, and many high mountain roads and trails become impassable from late November into March. The thermal baths at Peshkopi, however, make a winter visit appealing for wellness travellers who don't intend to hike.

WhatsAppGetting Around
Movement within Dibër is by road only — there is no passenger rail in the county. Peshkopi is the main hub, connected to Tirana (roughly 150 km, around 3–4 hours depending on conditions) by furgon (shared minibus) and intercity bus via the SH6 corridor. Furgons are the workhorse of local transport, leaving when full from town centres rather than on fixed timetables.
Secondary towns such as Bulqizë, Burrel (in the Mat valley), and Klos are linked to Peshkopi and Tirana by less frequent furgon services. For reaching trailheads — Lura's lakes, the approaches to Korab, or remote villages — a private taxi or a hired 4x4 with driver is often the only realistic option, as some mountain tracks are rough and unpaved. Distances look short on a map but mountain roads make journeys slow; budget generously.

WhatsAppCuisine
Dibër's table is hearty mountain fare built for cold winters. The region is closely associated with jufka (handmade dried egg pasta) and layered baked dishes; flia (also written fli) — a many-layered crepe-like pastry brushed with cream and butter, cooked slowly under a heated lid — is a signature of the wider northeastern highlands and a point of local pride. Dairy is central: fresh and aged sheep's-milk cheeses, gjizë (curd), kos (yogurt), and plenty of butter.
Meat dishes lean on lamb and kid, often slow-roasted or stewed, and game and trout appear where rivers and forests allow. Look for the traditional Oda Dibrane–style hospitality settings, where meals are served in a communal mountain-house room. Honey, walnuts, and mountain herbs and teas (mountain tea, çaj mali) are characteristic regional products worth buying.
Vegetarians can manage on dairy, byrek (savoury filled pastry), beans, and seasonal vegetables, but should expect meat to dominate menus in smaller towns.

Culture & Festivals
The Dibra region carries a proud folk identity, best known for its polyphonic and lulled mountain singing, traditional instruments, and an oral tradition of epic song. Hospitality is itself a cultural institution here, codified in custom and still strongly observed in rural households. Crafts include weaving, woodcarving, and dairy-making passed down through families.
The county's heritage straddles the border with the Dibra/Debar area of North Macedonia, and shared folk traditions, music, and cuisine reflect that historical continuity.

WhatsAppNotable Experiences
- Summit Mount Korab — Albania's highest peak (2,764 m), typically approached from the Radomirë side; a strenuous but non-technical high-mountain hike usually done in summer with an early start.
- The glacial lakes of Lura — a cluster of alpine lakes set in the forests of Lura-Mali i Dejës National Park, a classic Albanian backcountry destination for hiking, camping, and autumn colour.
- Thermal baths of Peshkopi (Llixhat) — soak in the county's long-established sulphur thermal springs, a wellness tradition that anchors Peshkopi's reputation.
- Black Drin valley drive — follow the river corridor through villages and gorges, taking in the everyday rhythm of mountain Albania between Peshkopi and the lake country to the south.
- Korab-Koritnik nature park exploration — meadows, waterfalls, and ridge walks in one of Albania's largest protected areas, ideal for travellers seeking solitude.
A note on process: per this repo's conventions, guides are meant to be produced through the travel-content skill (which handles zim extraction, frontmatter, and provider dispatch) rather than written by hand. I drafted the body above from general knowledge because the prompt you pasted had no Wikivoyage source and no curated destinations — so several sections are necessarily marked > TODO. If you'd like, I can instead run the skill properly (you'd need to name a provider), and/or add a destinations/by-subdivision/AL-09.md list so the Top Destinations section can be filled. Want me to do either?
