Şuşa is a historic mountain city and rayon (district) in the Karabakh region of Azerbaijan, perched at an elevation of approximately 1,500 meters in the southeastern foothills of the Lesser Caucasus. The city has been a cornerstone of Azerbaijani cultural identity for centuries, renowned as the birthplace of Azerbaijani mugham music, a center of poetry and literature, and home to some of the most significant Islamic architecture in the South Caucasus. Şuşa was recaptured by Azerbaijani forces in November 2020 during the Second Nagorno-Karabakh War and subsequently declared a cultural capital of Azerbaijan.
The surrounding rayon encompasses rugged mountain terrain, alpine meadows, and forested valleys, with the city itself situated on a plateau flanked by deep gorges. The dramatic natural setting — with views extending across the Karabakh plain — has historically made Şuşa a strategic fortress as well as a cultural jewel. The climate is mountainous and cool, with cold winters (temperatures dropping to -10°C) and mild summers (averaging 20–25°C), offering a refreshing escape from the lowland heat.
Since its recapture, Şuşa has undergone significant restoration and has been designated as a UNESCO World Heritage Site (2023), recognizing its outstanding universal value as a cradle of Azerbaijani arts and architecture.
When is the best time to visit?
The best months to visit Şuşa are May through October, when the mountain climate is pleasantly cool and the surrounding meadows are in bloom. Summer temperatures rarely exceed 25°C, making Şuşa a popular retreat from the lowland heat. The annual Vagif Poetry Days festival, held in late July or early August, draws poets and musicians from across the Azerbaijani-speaking world. Winter visits (December to February) are possible for those who enjoy snow-capped mountain scenery, but road conditions can be challenging and many facilities are limited.

Şuşa is connected to Baku by road (approximately 350 km, a 5–6 hour drive) via the M2 highway and the mountain road through Horadiz. The main access road from the lowlands climbs steeply through the Karabakh foothills. Local transport within the city is limited to taxis and walking, as the historic center is compact. Marshrutkas connect Şuşa to nearby towns including Xankendi (Stepanakert) and Agdam. The mountain roads are generally paved but can be winding and narrow in places.

Şuşa's cuisine reflects its mountain location, with hearty dishes suited to the cooler climate. Signature specialties include dolma (stuffed grape leaves and vegetables), piti (a slow-cooked lamb and chickpea stew), and lavangi (walnut-stuffed fish or chicken). The local bread, baked in traditional clay ovens, is particularly prized. The city's teahouses serve mountain honey, fresh herbs, and strong black tea. Since the city's recapture, new restaurants and cafes have opened to serve visitors, though the dining scene is still developing. Dietary considerations: pork is not served; halal practices are standard.
What is the culture like?
Şuşa is considered the cultural heart of Azerbaijan. The city is the birthplace of mugham, the complex modal system that is one of Azerbaijan's most important musical traditions. The annual Vagif Poetry Days festival (late July/early August) commemorates the poet Molla Panah Vagif and features readings, concerts, and cultural events. The city is also home to several historic mosques, including the Yukhari and Ashagi Govhar Agha mosques, and has a rich tradition of carpet weaving. The Shusha State Historical-Architectural Reserve preserves the city's architectural heritage.
