Shelli

Shelli (also spelled Şelli) is a rural settlement in the Ağdam District of southwestern Azerbaijan, situated 6 km southwest of Aghdam city near the eastern foothills of the Karabakh range. The village sits in an agricultural zone within the Qarqar River valley.

The village experienced heavy destruction during the early 1990s conflict and remained uninhabited for three decades before returning to Azerbaijani administration in late 2020. Shelli is part of the ongoing regional reconstruction zone. Due to extensive demining and ongoing engineering works across surrounding fields, civilian access is regulated through state permits.

The area experiences a semi-arid continental climate. Summers (June to August) are dry and hot, with daytime temperatures ranging between 30°C and 38°C. Winters (December to February) are cold and dry, averaging 0°C to 8°C with sporadic light snowfall. Spring (April to May) and autumn (September to October) bring moderate temperatures between 15°C and 24°C.

By Plane

No direct air service to Shelli. The nearest operational commercial airport is Ganja International Airport (GNJ), located 130 km northwest (about 2 hours by road). GNJ is served by Azerbaijan Airlines, Turkish Airlines, and flydubai with flights from Baku (50 minutes), Istanbul (2.5 hours), and Dubai (3 hours). Fuzuli International Airport (FZL) is 65 km south, operating charter and select domestic flights. Heydar Aliyev International Airport (GYD) in Baku is 365 km east (4.5 to 5 hours by car).

By Train

No train station in Shelli. Azerbaijan Railways (ADY) operates passenger services between Baku Central Railway Station and the Aghdam Railway and Bus Terminal Complex. The journey takes approximately 4 hours 45 minutes, with standard class fares at 15 AZN ($8.80 USD) and first class at 25 AZN ($14.70 USD). From Aghdam station, taxis reach Shelli in 10 minutes (6 km) for around 5 AZN ($2.95 USD). ADY periodically runs track modernization work on sections between Yevlakh and Barda; check ady.az for current operational schedules.

By Bus

Official intercity coaches managed by the State Road Transport Agency depart daily from Baku International Bus Terminal directly to the Aghdam Bus Terminal Complex. The journey takes 5.5 hours and tickets cost 10.40 AZN ($6.10 USD) one way. Travel permits and bus tickets must be booked together via yolumuzqarabaga.az. Regional minibuses (marshrutkas) run between the Barda bus station and the Aghdam checkpoint every 30 minutes, costing 2.50 AZN ($1.50 USD) for a 45-minute trip.

By Car

From Baku, drive west on the M2 highway to Yevlakh, then head south on the R4 highway through Barda into Aghdam (365 km total, approximately 4.5 hours). From Ganja, drive east on the M2 toward Yevlakh and take the R4 south (125 km, about 1 hour 45 minutes). From Aghdam city center, drive 6 km southwest on local paved roads to reach Shelli. All private vehicles must register their license plates on yolumuzqarabaga.az to clear police checkpoints at district entrances.

No public transit, shared minivans, or ride-hailing apps (such as Bolt or Yango) operate inside Shelli. Visitors must travel by private vehicle, taxi hired from Aghdam city, or via an authorized tour operator. Demining operations remain active; visitors must stay on paved asphalt roads and avoid entering unpaved dirt roads, ruins, or open fields.

• Aghdam Juma Mosque (Ağdam Cümə Məscidi) — Built between 1868 and 1870 by architect Karbalayi Safikhan Karabakhi, this two-minaret stone mosque has been fully restored and stands in central Aghdam, 6 km northeast of Shelli. Entry is free.

• Imarat Complex & Palace of Panah Ali Khan — The 18th-century royal complex and family burial vaults of the Karabakh Khanate's founder, located in Aghdam (7 km northeast). Free to view.

• Shahbulag Castle (Şahbulaq Qalası) — An 18th-century stone fortress built by Panah Ali Khan near a freshwater spring, situated 15 km north of Aghdam. Entry is free.

• Askeran Fortress (Əsgəran Qalası) — An 18th-century stone fortification along the banks of the Qarqar River, located 8 km southwest across the district boundary toward Khankendi. Free to view.

• Aghdam Bread Museum Ruins (Çörək Muzeyi) — The facade and structural walls of the Soviet-era bread museum, preserved as an open-air memorial in central Aghdam (6 km northeast). Entry is free.

• Giyasli Mosque Ruins (Qiyaslı Məscidi) — An 18th-century limestone village mosque located 8 km northeast in Giyasli village. Free to view.

• Karabakh Reconstruction Tour — Join an authorized guided excursion from Baku to see the civil engineering, road development, and urban rebuilding across the Aghdam corridor.

• Historical Fortification Tour — Visit the Imarat Complex in Aghdam and continue north to Shahbulag Castle to inspect 18th-century military architecture.

• Architectural Photography — Photograph the restored stone minarets of the Aghdam Juma Mosque and the surrounding memorial structures.

• Drive the Qarqar River Route — Follow the reconstructed highway linking Aghdam to Askeran along the base of the mountains.

No dining establishments operate inside Shelli village. Dining options are located in Aghdam city and nearby Barda:

• Aghdam Restoran (Central Aghdam, 6 km northeast) — Serves regional Azerbaijani dishes including lamb lula kebab, piti soup, dovga, and fresh tandir bread. Price tier: Mid-range (15–25 AZN / $9–15 USD).
• Qarabağ Süfrəsi (Barda–Aghdam Highway, Barda, 40 km northeast) — Serves grilled meats, saj platters, and saffron plov. Price tier: Budget-to-Mid-range (10–20 AZN / $6–12 USD).

No cafes or bars operate in Shelli. Fresh tea (çay) and cold beverages are served at roadside eateries and tea houses (çayxana) in Aghdam and Barda. Rural tap water is untreated; stick to sealed bottled water.

No lodging exists within Shelli village. Accommodations are available in Aghdam, Barda, and Naftalan:

• Askeran (8 km southwest, 12 min drive) — Town situated along the Qarqar River, known for the stone towers of Askeran Fortress.
• Khankendi (25 km southwest, 30 min drive) — The central city of Karabakh, featuring regional museums and university campuses.
• Barda (45 km northeast, 45 min drive) — An ancient regional center known for the 14th-century red-brick Barda Mausoleum and busy bazaars.
• Shusha (55 km south, 1 hour drive) — Historic mountain town with the Yukhari Govhar Agha Mosque, defensive citadel walls, and panoramic canyon views at Jidir Duzu.
